China promotes GBA business environment?

China has issued a new document aimed at leveraging the functions and advantages of arbitration system, to create a first-class business environment characterized by market orientation, rule of law, and internationalization, and support the high-quality development of the Greater Bay Area.
The document, released by the Supreme People's Court of China and China's Ministry of Justice, lists seven measures for the arbitration authorities in the GBA to serve high-quality development of the area.
日前，中國(guó)最高人民法院、司法部聯(lián)合印發(fā)了《關(guān)于充分發(fā)揮仲裁職能作用服務(wù)粵港澳大灣區(qū)高質(zhì)量發(fā)展的意見(jiàn)》（下稱《意見(jiàn)》），旨在通過(guò)七個(gè)方面，充分發(fā)揮仲裁制度職能作用和優(yōu)勢(shì)，營(yíng)造市場(chǎng)化、法治化、國(guó)際化一流營(yíng)商環(huán)境，助力粵港澳大灣區(qū)的高質(zhì)量發(fā)展。
The document clarifies the "Hong Kong (Macao) capital, Hong Kong (Macao) arbitration" system, proposing that Hong Kong and Macao-funded enterprises in the nine mainland cities in GBA can designate either the mainland or Hong Kong or Macao Special Administrative Region as the arbitration venue for resolving commercial disputes.
《意見(jiàn)》明確“港（澳）資港（澳）仲裁”制度，提出在粵港澳大灣區(qū)內(nèi)地九市設(shè)立的港資、澳資企業(yè)既可以約定內(nèi)地為仲裁地，也可以約定香港、澳門為仲裁地解決商事糾紛。
The document also emphasized that the development of a world-class arbitration institution in the GBA should be accelerated, and pilot construction of the international commercial arbitration centers in Guangzhou and Shenzhen should be integrated with the development of the Hong Kong and Macao international legal and dispute resolution service centers, forming a leading commercial arbitration system with global influence.?
《意見(jiàn)》還強(qiáng)調(diào)，要加快推進(jìn)大灣區(qū)國(guó)際一流仲裁機(jī)構(gòu)建設(shè)，將廣州、深圳國(guó)際商事仲裁中心建設(shè)試點(diǎn)與香港、澳門國(guó)際法律及爭(zhēng)議解決服務(wù)中心建設(shè)緊密結(jié)合，形成國(guó)際領(lǐng)先、具有世界影響力的國(guó)際商事仲裁高地，提高我國(guó)仲裁的公信力和國(guó)際競(jìng)爭(zhēng)力。
